Why Chelsea's homes need the work they do
Unit blocks that are now 50 years old or more. The units that replaced Chelsea's shacks in the 1960s and 1970s may still have an original main board, and some units may still be on old fuses. Victorian rentals have needed circuit breakers and safety switches on power and lighting circuits since 29 March 2023, and some older fuse boards need replacing outright to get there.
Houses that started as shacks. Victorian Places says Chelsea's timber yard served do-it-yourself holiday shack builders, and the town was held back by sub-standard holiday houses. If a house began that way, it's worth having an electrician check any early wiring that's survived later renovations.
Low, wet ground. Chelsea stayed flood prone when Dandenong Creek surged into the old Carrum Swamp, until works upstream and at the outfall. Outdoor power points, garages and anything at floor level deserve attention.
Chelsea in four facts
Mostly flats and units
At the 2021 Census, 41.7% of Chelsea's homes were flats or apartments, 23.5% were semi-detached or townhouses and 34.7% were separate houses. 31.6% were rented.
Flood works by the beach
In March 2022 Kingston Council committed to flood risk projects in Chelsea and Edithvale, including a stormwater pumping station and drainage at Thames Promenade. Kingston's two flood overlays cover creek flooding and overland flow.
A late start on services
The old municipality of Chelsea was unsewered until 1965, a sign of how basic much of its early housing was.
United Energy supply
Chelsea is supplied by United Energy's Carrum zone substation. For outages or fallen lines, call 13 20 99 and keep more than 10 metres away from any line on the ground.
If we owned a Chelsea unit
We'd find out what the main board for the block looks like, not just our own unit's. If it's original, we'd raise it with the owners corporation, because every unit's safety depends on it, and replacing it together is simpler than piece by piece.
