What's under Seaford's houses, and behind their walls
Drained swamp and sand
Seaford was part of the Carrum Swamp, and once drained it was first a sand mining area. Seaford east, first subdivided in the 1930s, was low-lying and swampy.
A 1950s and 1960s boom
The suburb grew in the 1950s and 1960s because it was affordable and close to the beach and Frankston. Houses that age are well past the 1990 line the Asbestos Hub uses for likely asbestos.
One in three rented
At the 2021 Census, 73.6% of Seaford's homes were separate houses and 32.9% were rented, so Victoria's 2-yearly rental electrical check applies to a lot of them.
A growing load on the network
United Energy's Frankston zone substation supplies Frankston, Frankston North, Seaford and Skye. Its planning report expects demand in the Frankston area to keep growing steadily. Outages go to 13 20 99.
What a good inspection of a Seaford house covers
- The switchboard: fuses or circuit breakers, which circuits have safety switches, and any sign of an asbestos-era backing board.
- Insulation and earth tests on the oldest circuits.
- Power points and light fittings that are loose, scorched or warm.
- Smoke alarms: type, age and placement.
- Outdoor circuits on low ground, and anything in a shed or garage.
- A written report that says what's urgent, what can wait, and what it found that was fine.
If the house is a rental
Victorian rental providers need the electrical installation checked every 2 years to section 4 of AS/NZS 3019, and from 13 October 2026 that covers every rental. Since 29 March 2023, power and lighting circuits must also be on circuit breakers and safety switches. An older Seaford house with a fuse board may need a full board replacement to meet that, and the electrician will say so in the check.
Where we'd start in Seaford
With an inspection, before any renovation or new appliance. In a house built quickly in the post-war years, you want to know what the wiring really is before you trust it with a heat pump, an induction cooktop or a car charger.
